MEZZOGIORNO-BALCANI
The Italian Ministry of the Economic Development has promoted, within the program “Development of the economic relations of Southern Italy with the Balkans”, the “Southern Italy-Balkans Plan”, articulated in four lines of participation allocating a total amount of resources for 2,5 million euro to strengthen the economic relations between Southern Italy and the Balkans.
The Plan included actions of technical assistance to the Port Authorities of Bar and Durazzo, so to improve the technical and commercial efficiency of the infrastructures and of the port operations in order to facilitate the transit of goods coming from Southern Italy. The technical assistance action to the port of Bar was allocated by the Ministry to the Ancona Port Authority, with the goal of providing experiences, procedures and know-how related to the modernisation of the management procedures in port operations. A specific Memorandum was set up between the Ancona Port Authority and Port of Bar a.d., aimed at developing the following work program:
- administrative procedures related to the flows of goods and passengers;
- organization of the harbour services;
- activation of exchanges of information via data transmission;
- systems of electronic check-in and the emission of the security paper;
- initiatives to improve security, safety and qualities of the marine services;
- planning, implementation and maintenance of port infrastructures and equipment.
The action was implemented between March 2011 and February 2012 through 4 seminars where the staff of the two Partners and the external experts involved delivered their experiences on the different topics dealt. Moreover, the cooperation between the two partners has been enhanced through the joint participation to a multilateral cooperation initiative in the IPA call for proposals of 2011, currently under evaluation.
